Default I want a Groundhog Day game too

The closest thing I can immediately think of is a work of Interactive Fiction called Rematch which gives you one move to solve a fairly complicated puzzle.

Parish said in his review that Shiren: The Wanderer is kind of like Groundhog Day in reverse.

That probably doesn't count though.

Majora's Mask is closest, but I'm wanting something that follows the contours of the movie, where first the jerk weatherman tries to escape his fate, then does whatever he wants, then decides to start doing something valuable with his time. So as a game: Open world, you just tool around and cause havoc, secure in the knowledge that things reset. If you start following around one person and trying to mess with them, because just causing havoc eventually gets old. But all the good you do gets completely reset as well, and this is a tad depressing. And so then you decide to build up your skills and start abusing "random chance" to be as awesome as possible, and finally you put it all together and have one perfect day.

Sounds like a good twist for a GTA clone.
